"Guangxi New Energy Storage Development Plan (2023-2030)" was released, and the installed capacity of new energy storage will strive to reach about 3GW by 2025

China Energy Storage Network News：Recently, the Development and Reform Commission of Guangxi Zhuang Autonomous Region issued the "Guangxi New Energy Storage Development Plan (2023-2030)" (referred to as "Plan").

The "Plan" proposes that by 2025, new energy storage will be transformed from demonstration application to the initial stage of commercial application and to large-scale development. The installed capacity is not less than 2 million kilowatts. By 2030, new energy storage will achieve full marketization and diversified development.

In terms of planning and layout, the "Planning" emphasizes the need for concentrated construction and efficient use. Give full play to the role of new energy storage "one station with multiple uses", encourage the priority construction of centralized energy storage power stations, and improve utilization efficiency. The installed capacity of a single centralized energy storage power station should be no less than 100,000 kilowatts, and the duration should be no less than 2 hours. Projects with site conditions can appropriately increase the construction scale. Give full play to the characteristics of flexible layout of new energy storage, and make efficient use of it nearby and in situ.

In terms of market mechanisms, the "Plan" proposes:

Clarify the main status of the new energy storage independent market. Promote new energy storage projects with legal personality and participate in the electricity market as an independent entity. Promote the transformation of new energy storage projects that exist in the form of auxiliary buildings into independent energy storage projects. Actively support independent energy storage projects to participate in various power markets such as medium and long-term power transactions, spot goods, and auxiliary services. Promote independent energy storage power stations to directly sign grid-connected dispatch agreements with power dispatching agencies as independent dispatching objects, and incorporate them into power grid-connected operations and auxiliary service management.

Establish and improve a new energy storage market trading mechanism. Improve the medium and long-term electric power and auxiliary service market in Guangxi, and accelerate the construction of the electric power spot market. Encourage the construction of new energy storage and its power supply to jointly participate in the electricity market, and encourage the exploration of a mode in which the same energy storage entity can simultaneously participate in market transactions in two ways: partial capacity independence and partial capacity joint. Encourage new energy storage to participate in power ancillary services in various forms such as independent power stations, energy storage aggregators, and virtual power plants, improve the "pay-for-effect" power ancillary service compensation mechanism, and enrich the types of power ancillary service transactions.

Improve the pricing mechanism for new energy storage. Improve the price mechanism that supports the development of user-side energy storage. According to the actual power supply and demand and the needs of high-quality economic development, timely and moderately widen the price difference between peak and valley time-of-use electricity prices, and establish a demand-side response compensation mechanism that connects with the power spot market. Configure energy storage to reduce peak power demand and reduce investment in capacity expansion for access to the power system. Implement the country's relevant grid-side independent energy storage power station capacity electricity price mechanism, scientifically evaluate the investment benefits of new energy storage alternatives to power transmission and transformation facilities, and explore the inclusion of cost benefits of grid alternative energy storage facilities in the recovery of transmission and distribution prices.
