Fu Zhenbo, director of the Provincial Department of Industry and Information Technology, released the "Implementation Plan for Promoting the Development of the Energy Electronics Industry in Hebei Province".

The "Implementation Plan for Promoting the Development of the Energy Electronics Industry in Hebei Province" was jointly issued by six departments including the Provincial Department of Industry and Information Technology and the Provincial Development and Reform Commission. The implementation plan proposes that by 2025, the modernization level of industrial chains such as photovoltaics and lithium-ion batteries will be greatly improved, breakthroughs in a number of key technologies will be made, and significant results will be achieved in the upgrading of the industrial base. A number of characteristic industry clusters have been formed in Shijiazhuang, Xingtai, Tangshan, Baoding, etc., and the main business income has exceeded 150 billion yuan. Form more than 30 typical application scenarios that can be replicated and promoted in the fields of industry and agriculture.

The implementation plan clearly focuses on solar photovoltaics, new energy storage batteries, and key energy electronic devices, and proposes seven major tasks.

Strengthen scientific and technological innovation. Build a number of innovation platforms, lay out and build a number of high-level engineering research centers, engineering (key) laboratories, and enterprise technology centers. Increase investment in existing innovation platforms and guide them to carry out technical research around new materials, new technologies, new processes, and new equipment that restrict the development of the industrial chain. Support enterprises to steadily increase investment in research and development, implement key core technology projects in the field of energy electronics, "reveal the list and take command", break through a number of key common technologies, deploy a number of cutting-edge leading technologies, and enhance the core competitiveness of the energy electronics industry.

Build characteristic industrial clusters. Promote the deployment of innovative resources in the Xiongan New Area, accelerate the research and development of core technologies, and support the new area in building a national key innovation platform in the field of energy electronics. Promote the key construction of lithium-ion batteries, liquid flow batteries, and compressed air energy storage projects in areas rich in new energy such as Zhangjiakou and Chengde, explore the demonstration of comprehensive application of hydrogen energy storage and power generation, and build Zhangcheng Comprehensive Energy Storage Demonstration Zone. Accelerate the development of basic components and special equipment, promote the research and development of key software and industrial robots, and build Shijiazhuang's energy and electronics supporting industrial clusters. Accelerate the development of positive and negative electrode materials, separators, electrolytes and battery products, and create a new energy storage battery industrial cluster in Tang Canghan. Promote the development of materials such as silicon wafers and aluminum foils, and smart components, and build Xingbao photovoltaic industry clusters.

Cultivate and grow advantageous enterprises. Implement enterprise gradient cultivation actions, concentrate resources to support backbone enterprises with obvious industry advantages, great radiation and driving effects, and strong innovation capabilities, and encourage joint energy and electronics industry chain upstream and downstream enterprises, colleges and universities, and scientific research institutes to form innovative consortiums. Encourage key enterprises to expand their scale and become industry flagships. Cultivate and expand key enterprises, and promote the listing of enterprises. Encourage energy electronics companies to take the road of specialized, special, new and high-quality development, cultivate a group of "leaders" in the field of energy electronics, create a group of "little giants" in subdivided fields and individual champions in the market, and form a good pattern of integrated development of large and medium-sized enterprises.

Promote the construction of major projects. Adhere to the promotion of large projects, and accelerate the construction of major projects such as monocrystalline silicon rods, silicon wafers, and solar cells. Implement list management for major projects, implement "full coverage" of the leadership package alliance, and provide all-round and full life cycle services. For major projects in the energy and electronics industry newly registered in Hebei Province, eligible projects will be included in the management of key provincial projects, and will be given preferential support in planning, land use, environmental impact assessment, power consumption, etc. Support Policies.

Expand industry applications. Promote the integration and application of traditional fields, and organize the construction of energy electronics demonstration zones and pilot demonstration projects. Support the construction of characteristic photovoltaic-storage integration projects and platforms, promote the first trial of new technologies, new products and new models, and improve the efficiency of solar photovoltaic power generation and the level of consumption and utilization. Explore the integration application path of photovoltaics and new energy vehicles. Increase the promotion and application of emerging fields, and improve the application level of energy electronic products in new infrastructure fields such as 5G base stations. Accelerate the construction of national hub nodes of the national integrated computing power network in Beijing, Tianjin and Hebei, promote the integrated model of "source, network, load and storage", and improve the local consumption level of renewable energy power.

Improve the level of open cooperation. Carry out precise investment promotion in the industrial chain, and strive to introduce a number of industrial enterprises and major projects. Hold high-quality China International Digital Economy Expo, etc., and build a high-level cooperation and exchange platform. Organize energy and electronics upstream and downstream enterprises, scientific research institutes, colleges and universities, investment and financing institutions, etc. in the province to carry out precise docking activities, improve the localization supporting level of enterprises, and reduce production costs of enterprises.

Strengthen the construction of industrial support system. Build a number of public service platforms. Cultivate a characteristic industrial Internet platform and a monitoring and analysis data platform, explore the establishment of a professional platform for analysis and evaluation, support the establishment of an intellectual property operation center in the field of energy electronics, and promote the formation of a virtuous circle that promotes the transformation of innovative achievements and the mutual promotion of new energy consumption.
