Clarify multiple compensations for new energy storage! Northeast Two Rules Officially Released

China Energy Storage Network News: On April 14, the Northeast Energy Supervision Bureau issued the "Implementation Rules for Electric Power Operation and Management in the Northeast Region (Simulation Draft)" and "Implementation Rules for the Management of Electric Power Auxiliary Services in the Northeast Region (Draft Simulation Operation)".

Among them, the "Implementation Rules for Power Operation Management in the Northeast Region (Draft of Simulation Operation)" proposes: According to the principle of "whoever provides, who benefits; Compensation and apportionment. At this stage, the compensation fees for paid services are mainly shared by the grid-connected entities on the power generation side. In the later period, new energy storage and market-oriented power users will be gradually included in the scope of compensation fee allocation based on the actual situation and implementation of each province.

AGC:

The grid-connected main body on the power generation side and the new energy storage provide AGC services, and are compensated according to the available time and AGC service contribution. For new energy storage, if the availability rate of AGC reaches more than 98%, the compensation will be 20 yuan per unit (power station) per hour according to the availability time of AGC. Adjust the electricity according to AGC, and compensate 1,200 yuan per 10,000 kWh. The compensation costs for AGC services are shared by power generation companies, new energy storage companies and power users.

New energy storage power station peak regulation call and compensation:

The participation of new energy storage in peak-shaving auxiliary services shall be implemented with reference to the "Northeast Power Auxiliary Service Market Operation Rules". The peak shaving (peak) cost of new energy storage shall be apportioned among all market-oriented users participating in the peak shaving auxiliary service in Northeast China; Apportionment among thermal power enterprises.

One FM:

New energy stations that participate in the compensation for frequency modulation services will be compensated at 200 yuan per 10,000 kWh based on the actual monthly on-grid electricity. The independent energy storage power station that participates in the compensation for one-time frequency regulation service shall be compensated according to the monthly one-time frequency regulation integral power of 400,000 yuan/10,000 kWh. The cost of primary frequency regulation services for wind power, photovoltaics and new energy storage will be shared by wind power, photovoltaics, new energy storage, and power users that do not have the primary frequency regulation function.

Virtual inertia:

New energy stations that participate in the compensation of virtual inertia response services will be compensated at 50 yuan/10,000 kWh based on the actual monthly on-grid electricity. The new type of energy storage that participates in the virtual inertia response service compensation will be compensated at a monthly rate of 8,000 yuan per 10,000 kilowatts based on the installed capacity.

For the paid primary frequency modulation and inertia services of energy storage, the apportionment coefficient of power users is temporarily taken as 0.5, and the apportionment coefficient of energy storage and grid-connected entities on the power generation side is determined according to the proportion of electricity, and a total of 0.5 is taken.

Apportionment fee for an auxiliary service of new energy storage = apportionment coefficient of new energy storage × total monthly compensation fee for this auxiliary service × sum of monthly on-grid electricity and electricity consumption of new energy storage / total monthly on-grid electricity and electricity consumption of each new energy storage Sum.
